With nearly two decades of experience in education and training development, my work sits at the intersection of program evaluation, public administration, and instructional design. My primary focus is on building capacity and capability within complex adaptive systems—particularly in environments where leadership, coordination, and learning must evolve under nonlinear conditions.

I began my career in emergency management and response, where I spent over a decade operating in applied, high-consequence settings before transitioning into academia. This foundation continues to inform my approach to designing and evaluating programs that must function effectively in decentralized, networked systems.

In my academic and professional roles, I have led the design, development, and evaluation of nearly 100 competency-based distance learning courses and programs. My work integrates established instructional design and learning frameworks—including ADDIE, Gagné’s Nine Events of Instruction, Understanding by Design, and Bloom’s Taxonomy—to ensure alignment between learning outcomes, assessment, and real-world performance requirements. I also oversee knowledge management initiatives, develop analytical strategies to assess program effectiveness, and design continuing education and professional development systems that meet policy and regulatory standards.

Beyond design and evaluation, I provide subject matter expertise in public administration and organizational learning, supporting both in-person and virtual instruction for multi-domain practitioners and leaders. My work emphasizes practical application—ensuring that training translates into measurable improvements in capability, decision-making, and operational effectiveness.

My academic background includes graduate study at York St. John University in the United Kingdom, undergraduate education in emergency management and criminal justice, and a range of professional certifications from institutions such as Harvard University and KU Leuven. I am currently pursuing my second doctoral program, continuing a sustained commitment to advancing both theory and practice in leadership and complex systems.

In addition to my professional work, I have authored books spanning true crime, local history, and rural emergency preparedness, focusing on documenting overlooked regional experiences through narrative and research-driven analysis.

I also serve on the board of and contribute to a hybrid academic journal, with additional corporate publications scheduled for release in early fall 2026.
